In the Shinjuku district is the headquarters of the Tokyo Metropolitan Government, which is responsible for the administration of the whole Tokyo Metropolis.

Tochō (都庁), abbreviation for the full name (Tōkyō-to Chōsha, 東京都庁舎), was designed by architect Kenzo Tange in the late 1980s and opened in 1991. The complex consists of three parts. The tallest building is the Tokyo Metropolitan Main Building No.1, which is supposed to remind of a computer chip, with a height of 243 meters and 48 floors.

On the 45th floor of each tower of Main Building No.1 is a free observation deck at a height of 202 meters.

Another part of the building complex is the Tokyo Metropolitan Assembly Hall Building.

The eight-story semicircular building serves as a meeting hall for the city councils of Tokyo.

It is located across the road and is connected to the complex by a bridge.
